El examen fue creado en noviembre del 2005 con el fin de que los interesados demuestren sus conocimientos sobre la vida en las Islas Británicas. Está abierto a personas que posean un nivel de inglés mínimo de ESOL Entry 3 y tiene un valor de £34. Dura 45 minutos en los que hay que elegir la respuesta indicada para cada una de las 24 preguntas. 

Para prepararse, la Home Office sugiere estudiar los capitulos 2, 3, 4, 5 y 6 del libro Life in the United Kingdom: A Journey to Citizenship (Second Edition), que cuesta £9.99 y fue publicado en marzo del 2007.
